    In Giga 2 editor ( I'll assume that 3 is probably almost the same ) it is called "attenuation."

    See Example below:


    There are 2 ways you can adjust the attenuation of a velocty layer or a whole region ( a key on the piano keyboard ) ... either by pulling the little blue dot up, or by adjusting it by numbers ( where the red arrow is pointing. )

    NOTE: You must select all velocity layers for the note if you want to change them all. You can also do them one at a time but it's easier to just select them all and drag the blue dot.

    See the blue highlight around the numbers in the window showing all the velocity layers? That's displaying the attenuation for the layer.

    Hopefully GS3 Editor works the same way.

    My take on it:
    Here's how it works in GS2 editor.
    Most likely the same in 3 ( except buttons are probably different )

    Available Velocity splits are 1,2,4,8,16, or 32.
    No option for 12 so gotta pick 16.
    Since Emperor is 12 layers there are 4 layers not used.
    They're hidden at the top, and have no samples mapped.
    In one position the Env Graphs button shows all layers:
    See red arrow:



    Push the button again and it shows a graphic representation of where the layers are, relative to their velocity settings.



    That little slider ( don't even know what it does ) will disappear and you will see tabs ( see the smaller red arrows ) at the top, giving the hint that there are other layers up there.

    So yea, it's normal in that Emperor is only using 12 velocity layers and 16 needed to be chosen to accomidate the 12 ... 4 are unused.

    At least that's my "rough" description of how I see it.

    A wonderful sounding library in a complete mess and in major need of an update.
